Just to preface this post, I received a video this morning via email; I can't exactly divulge it's supposed contents, nor can I share it (it's really sort of private and no it's not p*rn XD), but whenever I try to play it, it doesn't work. I have tried VLC, WMP, MPC-HC and even RealPlayer, all to no avail.
Playing the video in MPC-HC produces the following error:

That's a video from some sort of phone that does variable frame rate I believe. Posting/knowing the HEX data is probably not going to help.....the complete MediaInfo data would provide more info.

You might try 'AtomicParsley' and see what it tells you about the structure. Go to CMD screen and type:
"c:\pathToAtomicParley\AtomicParsley.exe" "C:\pathToVideo\VideoName.MP4 -T"
You will get error msgs or a display similar to the following:
